About i cloud

I have account in i cloud and when i update my ios 4 to ios6.1

Then i lost all apps all games but when i download games then i see everything is same i think i get backup to
I cloud
But when i download again some apps in my other ipad to my same id but im not get same i cross all levels of angry birds
It download in my new ipad same i download new app and have to play again all levels
So i want to know icloud is only for ipad backup or we can get backup in our apple id
Or can get backup in all ipads

You can use this backup for another iPad, or if you have to restore the one you've backed up.
Some games back up their data to iCloud, others don't, and you have to start from the beginning.
