Notifications Center Kaput?

All of a sudden my notifications center in iOS 10 shows "no notifications" even if my iPad Pro and/or my Apple Pencil aren't fully charged. Any ideas why?
 
Hold in mind that the Notification Center has changed a bit with iOS 10. The Notification and Widgets have been separated into two pages, with Notifications the first page shown, and the Widgets a swipe away on the left page. The Battery Percentage is on the Widgets page.

In my experience the battery widget only shows up when my Apple Pencil or some other bluetooth device is actively being used, and not always then. I often have to plug the Apple Pencil in to jump start the battery widget, or the Pencil itself for that matter.

If you've powered down or reset the iPad, it often needs this reminder that the Pencil exists. An anoyance, but a minor one that's easy to get around.

Well, as often is the case, I'm just a wee bit embarassed. News appeared in the notification center with so many thumbnail stories showing that I had to scroll down to get the battery charge info.
