Hello and welcome to the forum -

Check out the iPad Specifications HERE - MP4 files should run in the native app on the device - just wondering?

What is the exact nature of the MP4 files being used? Also, if still an issue, there are converter programs, such as THIS ONE that may be of interest to you; I'm sure w/ some googling that there are others.

Are you asking how to play the vids that are recorded with ipad2 camera? Vids should be in the native photo app on the ipad where you can play them.
Or are you asking how to stream/download mp4's with safari? Safari should be able to stream mp4 vids, but if on 3g then they will look like a crappy slideshow. Better when on wifi. Safari does not have a built in download manager. Atomic & iCab mobile web browsers do...which can be found in the app store.
