Welcome to the forum! That's frustrating. I've had it happen a couple of times. Try rebooting your iPad. Press the top button (outside edge of the iPad, not the round home button) and hold it down until the "Slide to power off" slider appears, slide it over. After a moment it will power off. Then hold the same button down until it boots up (Apple logo will appear center screen). Once it's booted up have a look at the apps and see if they don't start downloading now. (You may need to open the App Store.)
If that doesn't work, try connecting your iPad to your computer, open iTunes and after it performs the backup/sync click on "Apps" in the left hand column of iTunes (not in your iPad settings). Find the apps in question and delete them. Click on "Sync" in iTunes again (lower right-hand corner) to re-sync your iPad. That should delete them from both your Apps list and the iPad.
Now open the Apps Store on your iPad. Find the apps that you deleted (use the search bar if needed). When the app page appears the purchase option button should say "Install". Click on "Install" and it should download again (you may have to enter your Apple account password if you're not signed in on your iPad).
