You won’t be able to activate the iPad without the original user Apple ID and Password. Your friend's husband may have changed the password.

Apple will only help in cases like this if you are the original purchaser and can prove it to Apple's satisfaction.

Jailbreaking will not help you bypass iCloud Activation Lock. As said before, the only way to get this iPad working is with the Apple ID and password it’s asking for.

The most important thing is to contact the support center for this issue. Hope they might be able to give your solution and resolved the issue. All the best!

I just had the same thing and everything went absolutely fine. Still Apple is not the best company in internet solutions/software ;-)

Oh but they didn't helped me when I spilled coffee on my MBP...
I'm currently working on Best products, Full Specifications, Comparisons & Reviews and had to try to use my iPad for business management - no go so I bought Chromebook for 280$ (hp with 4gb of ram) and wow. Now I'm just moving my stuff to google ecosystem (easier to move it elsewhere after).
