App store purchase history shows multiple accounts?

just curious. we have 3 accounts total, with a shared one for iPad purchases.

The iPads are logged in both with the same account. however, I can see purchase apps from a different account.

what gives? Apple states accounts cant be merged, yet i see apps across IDs
