Is there an app that will open document (such a meeting agenda) and let you write on the page with a stylus such as taking notes on the word document?

Not sure I follow what you need. Bamboo paper is a good writing app if that's what you are looking for.

If you have the agenda in PDF format three are several annotation apps that may do what you want. GoodReader, iAnnotate, and PDF Expert are all good. They all have slightly different features and strengths, so read up on them first.

I've never used them but WritePad and PhatPad have that ability. Same developer, different emphasis on tools and features.

I've been looking for one to meet my needs, want custom templates, photo import and annotations with export to dropbox.
So far the best I have found is Noteshelf.
Just need a stylus now, but the finger works ok.
