Why i pad mini can't be install whats app massenger in malaysia app store?

The WhatsApp app is only for the iPhone (or other cell phones). It is not designed for the iPad, to include the Mini. In addition, the developer has stated they will not support or try to make WhatsApp work on the iPads. Sorry.
