No, VLC was pulled from the App Store over licensing issues. However, if you're jail broken, you can get it from Cydia (the App Store for jail breakers). It's still a free download at Cydia, BTW...

Don't download the Cydia version either and don't mourn the lack of the AppStore version. It has a much worse decoder than AVPlayerHD, It's Playing or GoodPlayer, just to name three top-end players.
