How do I change the passwords or delete them on my newly purchased second hand iPad?

The best way to set that iPad up for your use is to restore it. You'll end up restoring to the newest iOS version (5), but at least it'll start out all fresh and new. Which, IMNSHO, was how the original owner should have given it to you (since you can't use their apps, passwords, etc.).

I wonder if the person who sold it to you stole it from some one! Otherwise he shoul've restored it before selling it.
