Provided your carrier allows it in your data plan, you can use your phone to create a hotspot. On an iPhone it is in Settings > Personal Hotspot. Once the hotspot is turned on you can join it just like any other wi-fi network. On the iPad Air it is in Settings > Wi-Fi.
