Anyone know of any good strategy games that do not require any live combat or a lot of quick character movement ?

What sort of strategy are you looking for? Real time (RTS) or turn based (TBS) or something else?

For a turn based strategy game, I don't think you'd do much better than Great Little War Game. I've got it and it's quite good and very deep.
