Slider won't work

When setting up new from start on a used Mini, the slider won't work to let me choose language. Won't work to turn off either.

If you tried sliding to the right, do so to the other direction.

And try switching to a horizontal or vertical orientation. If no luck try a hard reset (hold power and home buttons for ten seconds.)
