settings not opening

my ipad 2 is not opening the settings it flash and closes again

Hello and welcome to the forum!

Well, I would first force the app to shut down - double tap the 'home button' to open the multitask bar at the bottom of the iPad - find the 'Settings' icon, then press & hold until all icons start to 'jiggle' - press the circle w/ the minus sign on 'Settings' to force the app to close; return to your home screen, and then try 'Settings' again.

If the above is not successful, and if not already done, try to 'Restart' the iPad, and if not a cure, then try to 'Reset' the device - Directions HERE - if none of these suggestions are helpful, then please post back for further advice - good luck!
