Restrictions

Sorry for the dumb question, but what exactly are the "restrictions" under settings? Mine are enabled, and some are on and others are off. I don't remember playing with them, but I just looked because someone said to turn off Ping. Ping is set to "off", but does that mean it's off, or the restriction is off, so Ping is on?

I'm confused.

When the restrictions are off, the whole tab is grey and you cannot change a setting.

When restrictions are on, then everything saying Off with a grey background is turned off, everything saying ON with a blue background is turned on.
