I moved the photos and videos of my sons funeral into an new folder. Then I deleted it on the photostream. Then I downloaded ios8 and realized that all his photos and videos was gone! Please, is there a way to get them back? I have a ipad 2. There was no backup on itunes or icloud.

There's software, such as Wondershare's Dr. Fone for iOS or iPhone-iPad Recovery, which promise to recover deleted files from your device without backup. Maybe they help. You'll need a computer to download the software.
Other than that, there's no possibility to get back the photos, if there's no backup.
The Photos app changed with iOS 8. If you can't find the images in Albums view, maybe they're in the Photos tab. Did you search there also?
