Parental controls solution

Hi, we purchased IPAD 4s for our daughters but would like a comprehensive software solution that will allow us to monitor email and browser usage--without having to jailbreak our devices. Does anyone have positive experience with any APPS like this? Thanks.

The only way I know of is to check the devices themselves.

Apple would never allow a monitoring app, I don't believe.
