So how does this work for my 10 student iPads. Do they need to have the same account as mine for the apps I purchase? Can they have two accounts if we are syncing them to a computer. What is the best way to set them up?
Our district wants us to create own apple id for iPads for apps we purchase.

I should probably consult Apple on this one. They have something called volume purchase program that might be useful for you.
If you have multiple devices connecting to the same account, I recommend syncing over Wi-Fi and turning Automatic Download on in Settings/iTunes/Automatic Downloads. All the apps in the account will be automatically synced to all the iPads.
