How do I delete an app? The little x never comes up, even when I get them to wiggle

Which app is it that you are trying to delete? Because if it's one of the apps that comes stock with the iPad, such as Safari or Contacts, then you cannot delete those. All you can do is either hide them in a folder or put them on a back page somewhere (or both).

I am trying to delete some dumb games my kids downloaded, farm story, surfs, and some apps that were supposed to be good for work but aren't. Didn't think they were stock apps. If I downloaded, should I be able to get rid of them?

Mickey330 already answered that question. tap and hold until it twiggles, then press the x in uppr left corner and confirm you want to delete the app.

Two things to try,

1. Have you switched on Restrictions?

2. Try Settings > General > Reset > Reset All Settings
