looking to hire someone to modify an ipad into a play-only digital video frame

I'm looking to hire someone, preferably based in New York, who is able to wipe an iPad of all its usual interfaces and programs, and change it into a device that plays a video stored on the harddrive when it is turned on -- or something as close to this pure/minimal experience as possible. This is for a collaboration with an artist.

If you have any suggestions or leads... to people, communities, hacks, etc... MUCH appreciated!!

There are many cheaper similar sized digital photo frames that play video out there that can hold the same amount of pictures even on a hard drive, than paying a much larger price for an iPad.

Can I ask what or why this artist is using the iPad for a video only frame?
That's one expensive video calling card.
