Yep, that was it, i did not have enough lines of text in the window i was editing as scroll would not activate. When i tried it in another post two finger scrolling worked.
I was not a Sarfari user previous to the ipad so I'm not up on its features.
Recently replaced my blackberry with a Samsung Droid which was yet another OS I had to learn its tips and tricks.
