Not exactly. The photos that are older than 30 days are not in Recently Added, but only in the Photos tab in the app.

As Discussed in another thread, photos seems to be a work in progress. See this User Guide for iOS 8 by Apple comment. But where's the photostream? To come with Yosenmite? THE GUIDE IS A FREE iBook.

“Photos you take are automatically added to My Photo Stream when you leave the Camera app and iPad is connected to Wi-Fi. All photos added to your Recently Added album—including screenshots and photos saved from email, for example—appear in My Photo Stream.”
