IOS 13.3 Pro 12.9 2018 settings/keyboard crashes to front page

Wanting to create some text shortcuts to my email address etc I can’t get into the keyboard settings
It crashes back to the main screen. Tried restoring from backup as new iPad but no joy.
Can anyone help? Thanks

Solved: reset all settings via general and voila!
