The easiest way would be to search for it using Spotlight Search:
If your iPad software is iOS 7, go to a homescreen and slide a short way down to reveal the Search feature and the keyboard. Enter "Settings", and you should be able to find it.
Without Spotlight Search: maybe it's hidden on a homescreen you rarely use, or in a folder.
The Settings App is a native app and can't be deleted, so it's got to be there somewhere and perhaps in a folder like JA has suggested.
