How to move cursor over something?

Hi,
I don't know how write this exactly but I'm gonna do my best.
As you all know in windows you can move the mouse cursor over something to get information bubble or yellow square telling you more about that thing.
I wanna know how can I do this in ipad using safari?

This isn't possible using the iPad for obvious reasons, however some websites do allow you to tap where you would usually use this hover action and it acts as the same thing.
