How possible is to charge data

Hello,

I am using ipad 2, iOS 9.2.1, is there any possibility to send messages or call through sim card? i can use 3g services but if incase data end how i activate again because no option for it i need to remove sim activate package from mobile and then again insert.

If you're trying to make phone calls with your iPad 2, you can't. The SIM card is for cellular data only.
