Hi I am new here and i have 2 questions

Hi everybody!=D
I am in very dificult situation,but first where do i post problems(i think it's not tecnical) from my ipad?Is there rule or something about posting?

Before Hand,i am really sorry if i write some words wrong,some of my letters on the keyboard are almost broken.My problem is:when i put on my ipad to do a new apple ID:
1-Select country then there's 2 possibilities:
2.1-Your section has time out or something like that
2.2-the contract with apple then
3-Your section has time out or something like that

Please someone help...
