Can anyone advise me how to resize pixels of pics downloaded from the web to my iPad?

I use the free app "PhotoPad by ZAGG." You can use it to resize your photos. It's not the greatest and I am sure there are more out there, but for quick and easy re-sizing (and free!), I've found this to do the trick.
