Hi Kkaiwa - welcome to the forum! 
Well, not really sure 'what' your problem may be? But, please provide some more information, i.e. what model iPad do you own, how are you charging the iPad (e.g. original 10W adapter), have you tried another charger, if available?
Also, have you occasionally (about once a month) run the battery completely down before a recharge - this helps calibrate the battery meter; not sure that is the issue but just trying to come up w/ some easy steps. In addition, you may want to 'Reset' the iPad - again will do no harm - good luck and please post back your responses and solution when found!

I have ipad 2 think 16 gig operating with wifi only, im using the original charger it came with. Ive tried using a car charger and same response. Ive reset by holding down the wake button and other button. Also ive lowered my brightness and i frequently let the ipad completely die before i put it to charge. Ipad is 6 months old
