Can you actually write on the iPad mini

iPads are capacitive devices, optimized for fingers, not fine tipped styluses. By nature they are not pin-point accurate.

That said, there are styluses available. Most have large blunt tips to simulate fingers. A few have active fine tips (they use electronics to create more capacitance than the tip alone can provide physically).

Some software has zooming/writing features to aide note taking. Others use smoothing. Some use both. None of them can provide the accuracy of a tablet designed for a stylus; but depending on what you want there may be a good-enough solutions.
