First try the usual fixes (resetting and restarting):
Reset: press and hold Home and Power button simultaneously until the Apple logo appears, then release both and let the iPad power up.
Other kind of reset: go to Settings - General - Reset - Reset All Settings. This won't remove anything on your device. All you have to do afterwards is to go through your settings and adapt them to your preferences.
Restart: turn off your device, wait for a while and turn it on again.

I see this didn't help in your case. Try to restore your iPad through iTunes on your computer. Here's the link with the description:
