Bluetooth between Ipad4 and Android Mobile Phone

Is there an App or other means of getting my Ipad to connect to phone via Bluetooth?

It depends what you want to do. For example I can tether my ipad to an android phone (Samsung galaxy s ii) over Bluetooth with no problems or extra software. Check the App Store if none of the profiles do what you want.
