I have figured out how to move apps from one screen to another. but, how do I insert a screen between pages 2and3?

Unfortunately, you cannot have a blank screen/page between pages (when the icons are not in wiggle mode). The stock iPad is not built like that. If there are no apps on a page, that blank page will disappear once you leave wiggle mode.
