help please

Close Safari in the multitask bar by doing a 4 finger swipe up the screen, long press on any app until a minus sign appears on it, touch the minus sign. Then 4 finger swipe down the screen to get back to normal.
Now try again to open web pages.
If you still have no luck, reboot the iPad by holding sleep/wake and home buttons until the Apple logo appears, release and wait.
That should do it.
