Help Stop Verizon Message pop up

I connect to internet by wifi, but constantly get Verizon pop up messages noting I have no Verizon account and asking me if I want to start one. Can these messages be stopped?

I'm not a Verizon customer but I wonder whether they can be turned off in the 'Settings' app under 'Notifications'?

Settings > Cellular Data > Cellular Data > OFF

Should take care of it.
