Background App Refresh doesn't Seem to Work

For me, background app refresh for my iPad 2 doesn't seem to work. Its not doing what it is suppose to do and my iPad functions just the same with the background app refresh turned off. This has always happened to me since the release of iOS 7. Does it have something to do with the RAM?
