this may not make sense but the issue is related to the activated software keyboard you have running in conjunction with the physical keyboard. I had exactly the same issue where my & and ' wouldn't work at all. I then changed the loaded software keyboard to "English US" from SwiftKey and everything started working just fine. I believe the core of the issue is keys mapped in the physical keyboard don't match key mappings with 3rd party keyboards leaving the key to not work This is especially problematic with arrows, special characters, etc.
