Wreless camera + iPad

I am building a steampunk genre RC submarine, I would like to put a PTZ camera on it that can be viewed and controlled directly via an iPad.

Does anybody know of a way to connect a wireless video camera to an iPad? without using internet based applications?
i want to keep the feed in a LAN. (Wireless camera + Wireless router + iPad - internet)
Is there an app for that?


Can I completely remove the laptop from the setup equation?
