In normal use it is stationary. It's not part of a vehicle but a specialized vehicle is involved in its operation.

It's an electrical outlet viewed from directly above.The object plugged into the bottom outlet looks like it might be one of those plug in room air fresheners.

A motion detector for an alarm system. It's one of those systems that plugs into electrical outlets and doesn't require having a dedicated wiring run to serve the needs of the alarm system.
