upload pdf and doc files to a web site

Please forgive me if this in the wrong place.
If I'm on a website and want to upload my resume in pdf or doc format my browser area is grayed out.
How do/can I upload my resume to websites? I have the Safari, Perfect Browser,Terra Browser,iswifter browser and none seem to work. I've got the files on the iPad already.Maybe I'm just doing something wrong? Is there an app for that?

I found istorage. It has a built in browser that allows file uploads directly to sites like resume uploads, forum avatars ,etc
