Transferin music into the music app (while on ipad)

hello everyone
i'd like to ask if: is there any possibility to download music ON IPAD and transfer it to the music app using any file browser/explorer?(ONLY ON IPAD, WITHOUT THE USE OF PC)
i saw that in the music library folder there are much many other folders with names like F02(F<number>) which contain music (most of them) but the name is totally changed (my ipad is jailbroken)
i saw that PROTUBE app will have an option to transfer downloads to the library
