We have 2 IPad2 in our household is there a way of transferring purchased Apps between our two IPads or do we have to purchase them individually.

Use the same AppleID. The simplest way is to have iTunes on the PC/Mac manage the iPads for you. Have the apps centrally stored there and use the app settings to personalize each iPad. Make sure each iPad is using it's own profile, but linked to the same AppleID.
