Tether iPad to PC for second Monitor

So here is the deal, I really want to use my iPad as a second monitor for my PC. I know there are plenty of apps that allow this and they probably work so long as you use the same WiFi. My problem is that the network at my school where I have WiFi has a VERY strict policy that does not allow any outside users or information sharing. So I can't even use my iTunes home sharing in my dorm room. So I was wondering if it is possible to tether my iPad to my PC to use remote control apps like iTunes remote and/or as a second monitor instead of having to to be connected to the same WiFi and disabling all of my firewalls and everything else.
*I would prefer it if I didn't have to jailbreak it either.
