Sketching Over Photos

I'd like to be able to take a photograph with the iPad or import it and then sketch over the photo to show potential design changes to a landscape or interior.
Any suggestions on best app or apps to do this?

Art studio, sketchbook pro and a couple others that will allow you to import pics....then simply "add" a new layer to do your sketches on where you can move, rotate, scale the layer to your liking.
