Can anybody please help me with this question regard my new ipad registration, I already have my iphone registration, so i have been asked weather set up a new account or restore from my backup....

You don't have to set up a new iTunes account, all you have to do is set up your iPad as a new device or from the backup of your iPhone. Both choices would use the same iTunes account as your iPhone. You will want to give your iPad it's own name so that iTunes will keep both devices separate.
Go to Settings>General>About and follow the instructions in this screenshot.
