Problem keeping icons on second page

My home page is clear except for the anchored icons at bottom. I have moved all icons to the second page. When I turn my iPad OFF and some time later turn it ON, the icons from the second page have moved back to the home page and I have to move them back. Can I prevent this from happening??

You cannot have a blank home screen and upon restart this will continue to happen.

Any screens that are blank, will not register with the OS. Just one icon in the page will take care of the issue.
