Using MacOS, I was able to remove the password from a PDF that was created by a third party.
Open the PDF in Preview and supply the password. Then save it to the desktop, unchecking the "Save as JPG" box.
Then send it to your intended recipient. I sent mine to my wife, who was able to open the file on her Android phone without a password.
Repeating the exercise using iOS resulted in the password not being removed, so I guess the answer is to decide whether Apple or Adobe gets your money, if you don't already have a computer.
