Wow, this one took a long time to install, over an hour. Budget your time accordingly.

Edit: the new Safari sometimes has a slight flicker when repainting the screen.

Installed Security Response 16.4.1a. It did not go smoothly--the process stalled when the download progress bar reached zero seconds. After a few minutes I force-quit Settings, relaunched, and the "preparing" phase began. Then it stalled again. Another quit/relaunch nudged it into "preparing." Eventually, the screen turned black, and asked for my passcode...but the keyboard to enter it did not appear. Ater a minute the screen blanked again, and when I pressed Home the keyboard returned and I was able to proceed. Don't they test this stuff anymore?

They do test this before releasing it. I‘ve had a few of these updates on the iPad running Public Beta before, and I didn‘t experience any of the problems you‘ve described.
I‘ve also installed the Security Response update on my other iDevices (no Beta versions installed), and it went smoothly.

OK - iPhones, iPads, & Apple TVs updated! Just need to do two computers w/ macOS Monterey - like to back each up first then will apply the updates - BOY, the frequency of these 'minor' updates is really annoying! 😫
