Is something wrong with icloud?

Or is it my Ipad2
My iPad button for iCloud is grayed out.
Can't receive email from iCloud account.
Can't find my paid apps I paid for, I have my receipts,can I get them back?

i just updated new phone. Icloud is grayed out and I cant turn on photo stream. How do I fix. Also on this forum the menu bar displays right in the middle of the screen. Very annoying how to move it to bottom?

Got it fixed iCloud was down the other day for upgrade or something. So my iPad 2 was still down backup/ restored all better now got all my apps back to! But I asked someone and they said
"Please note that certain in app purchases cannot be downloaded again for free. For more information, please read:"
