Does anyone know how to change the personal icon picture on the messages app?

in Settings > Mail, Contacts, Calendars; check to see what contact you've selected for My Info in the Calendar section. Whatever picture you have in that contact should be your iMessages pic.
Go into the Contcts app, select and choose to edit that contcat. Tapping on the pic (or placeholder) should offer a choce of taking a picture with the camera or using one from your Photos library.
